| Is Greyback a wizard as well as a werewolf? I'm assuming that the two traits can be mutually exclusive, and I cannot recall an instance in the books where he actually performs magic. |

From what I gather he is...
Muggles (even ones in werewolf form) were not Death Eaters, and they were definitely not friends of the Malfoy family as Draco Malfoy alludes to in book 6. All of which Greyback was. |
