I'm sorry, but I really don't remember many details from this fic, but any help would be appriciated... I *may* be mixing a couple of fics together, but in that case, I would be interested in the titles of both...
I think it was at FictionAlley, though it may have been FanFiction.net (or some other place).
It's about Independant!Harry -- possibly Super!Harry. I suspect Dumbledore was either dead or his contact with Harry was severed (so possibly Manipulating!Dumbledore).
It's probable that Harry's independance came through a Lordship (possibly "Lord Azkaban") or an Emancipation.
Harry may have been assembeling/leading a fighting force -- e.g. making "Dumbledore's Army" more like a military unit, or leading an army of people he was Lord of ("Lord Azkaban")

So to what little I actually remember...
After Harry disapperas without a trace, an investigation on suspicion of child-abuse is strated against the Dursley (e.g. finding scribblings in the broomcloset) and they are arrested, suspected of murder.
The investigating officer is contacted by one of Harry's people, and is informed that Harry is well. When he prods, he is told that someone will come along because of his young daughter (who it turns out is a witch) and explain, as his daughter will be offered to go to the same school as Harry did. Later a wizard comes by and shows the detective that magic is real.

Harry sends letters -- charmed (by Hermione) to self-destruct and prevent the reader from talking to others -- to former members of DA, and starts assembeling them more as an army-unit.
Two of the he recrutees (Seamus and Dean, where on is visiting the other) -- or possible Harry and his friends -- uses a magical trunk (like Moody's) with plenty of room inside, to be able to discuss things in private.
